That link tells you to format if it's recognized but not partitioned!  while it's true you can recover after a format it's not as straightforward. And if it suddenly lost it's partition then the drive is obviously in bad shape.  I would check disk management to see if it shows there but would not initiate a format.

Assuming you've tried different cables?  I just had the cable for one of my passports die.

Does the drive seem to spin up?  You should be able to feel it and tell.

Unfortunately the passports can not just be removed from the enclosure and used in a dock.  The reason is the usb connection is actually soldered to the sata connection on the drive.

As far as recovery if the drive does not show anywhere (explorer or disk management) software recovery is not going to work.  You will need to send it to a recovery specialist.  Price can be cheaper than you expect but could be very high.  I've referred a number of folks here:

Note pricing is in Canadian $.

If you think the drives "run" and there's no physical damage, and your software solutions attempts have not worked... and you have $300... I've recently worked with these folks, Kroll/Ontrack , on a couple physical drive recoveries that worked out well. Only one 16k graphics related file couldn't be recovered.

They're here in the Minni Metro so it was easy for me to swing in. They. Are. Equipped. If your drive needs a tear down, it goes to stage two clean room status and they take another $400 from you.  :P

Have you tried swapping the actual hard disk drives from case to case?
External drives have drives inside, a controller board, and cables.
Maybe the physical drive is still OK, but controller or cablink is bad?

the passports have no internal components in the enclosure.  it's just a usb thing soldered to the sata controller.  see pics for examples

I've used Datatech labs in Denver, CO a couple of times, and they did great both times. Whoever you use, be prepared to shell out a lot of money based on the type of recovery they do. It is also a good idea not to start up the drive anymore than you absolutely have to because you may be damaging it more by doing so.
