two mic preamp question

If a preamp has 1 1/4" input and 1 XLR input, can you run two mics in?  What effect, if any does the difference in jacks make?

If I saw a preamp with that configuration, I would suspect that it is a mono preamp; and your choices would be either the 1/4" or XLR would be used; but not both.
