Swedish microphone maker Telinga is planning to release a preamp for small recorders. 

Klas Strandberg, proprietor of Telinga, posted the following on the Naturerecordists board on Yahoo:
"...Telinga will produce a low cost preamp for all plug in power inputs. It will totally eliminate all worries
about mic pre noise. Price range will be approx 150 US dollars, ready for delivery before March 2013."

Marketing is not a strong suit for Telinga, so further details may be hard to come by.

It will totally eliminate all worries about mic pre noise.

^ That's a big claim.  I'm interested though.
