finally got a few minutes and did some work on the filename handling of xACT.
it should handle all accented characters now with no issues

i think i tested every case, but there are a ton of cases and i may have missed
some.  i ONLY tested files with accented characters and they worked fine.  so i
think regular ones would work too

let me know if there are bugs
