Sound Forge 11.0 Problems

I recently had to do a factory reset on my laptop and since reinstalling Sound Forge 11.0 I'm having some peculiar issues that I didn't have before the reset.

First, it won't open by double clicking on the shortcut, I have to right click and "Run as administrator".

Then once it's open I can't drag and drop files into it. Nothing at all happens when I do. I have to go to "edit" -> "open".

Then, once the file is loaded and open this way it won't let me re-sample, change bit rate or do anything to the file giving the message "The specified operation is not available on read only files".

Weirdly, the only way I can work with the file is to load it through "edit" -> "open" but instead of choosing the file and clicking the "open" button, I have to drag and drop the file from the little window into Sound Forge.

This is the only way I've figured out to get it to act as it did before and as Sound Forge 9.0 did for me before.

I've uninstalled and re-installed it a couple of times with no luck.

Anybody have any ideas or suggestions.  ???
