Does the M-Audio audiophile do 48 > 44.1 resampling?

I have a waveterminal u2a that I'm not happy with.  The drivers seem to be flaky and I seem to have to reinstall them every other week.  I also seem to have performance issues with skipping during game play and sometimes audio playback.

My system is setup like this:
laptop (xp) > usb 2.0 hub - external hd x2, waveterminal u2a > optical input on receiver
                                                              DAT ^

This way I only have 1 usb cord and a mouse plugged into my laptop.  I can play back files on my hard drives through my stereo and I can transfer DATs if I llike.  But the U2A does not seem to be up to the task.

I need a good usb sound card for the following tasks:
    1) audio playback - 16 bit right now, maybe 24 in the future
    2) DAT transfers - ideally the box would do 48 > 44.1 resampling
    3) Gaming

Finally, does anyone have issues with Goldwave?  It seems cheap and fast and does what I need for editing.
