I have a track that has a single point of clipping or clicking. Can it be removed using Audacity? See below photo.

Great

Just reposition these over bits.....pull the over bits down with the pencil cursor, and you will have fixed it

capnhook gave you the right advice for just one of these, but if you ever have a bunch you need to correct at once:

Would this also work with a loud whistler right behind me?

For that, you want to use Hard Limiter. Highlight the whistling section only, and then Effect > Hard Limiter. What I've found works well for this is setting the Residue Level to 0.7, and then experiment with the limiting level.  Try -12, then undo/redo until it's limiting the offending noise to around the level of the music but not so much that you're reducing the level of the music itself.

BTW, the Residue Level setting is to avoid simply chopping/clipping the waveform, which is what you'd get if left at default.  There's more details in the online manual if you're curious.

Yes, but you're then limiting the surrounding applause peaks as well.  If that's what you do, make sure you grab the whole section where there is applause, otherwise it will sound strange to just limit some of it.  Or, do the Click Removal as described in the post I linked on that section to knock down the applause peaks, and then go back with the hard limiter to get the whistling.
