Topic: Laptop on car 12v universal charger?

I am interested in running my Sony Vaio on a WalMart type LiON..

Some of the 12V universal car chargers (like the one below) specify an input voltage range of 11-14 volts.  Will these work with the 9 volt LiON?  The laptop requires 19.5 V.
