Recording Tape (reel/reel) Tranfer Help

My father in law gave me a couple old reels of tape that he asked if I could transfer for him.  He also gave me the recorder that the tapes were made on.  Though the recorder looks in really good shape, I couldn't get it to play.  It a Westinghouse H28R1.  Since I cannot get the recorder/player to work, I cannot transfer these tapes.  He has 2 tapes.  He told me the recorders are of his father speaking about their family history.

I was kinda hoping someone woudl be kind enough to be able to transfer these 2 tapes for me?  Maybe he woudl like me then.....

I'm attaching a photo of one of the tapes.  I'd be glad to play for shipping both ways and also be willing to pay fo rthis service.

I'd be glad to answer any questions of anyone has any.

Does the machine have a pinch roller/capstan drive (like nearlly all tape decks) or is it just reel driven?  Some of these cheap "talking letter" machines were reel driven which means you cannot play back tapes on most machines because the tape speed varies as the circumference of the take-up reel changes.

Too, it's probably 1 7/8 2-track mono.  If your tapes aren't sticky, I can copy them for you at 3 3/4.  I may or may not still have software to halve the speed, but I'm sure you could manage to do that if you need to.

If the tapes are acetate like the box says, they won't be sticky.  SSS only presents itself in polyester backed tapes. 

I'd be happy to transfer them for you, if you haven't already set something up.

You father in-law wasn't in the airforce back in 1963 by chance was he?  8)

No he wasn't in the service, though it would be sweet if these tapes were some stolen Russian intel!  He's a 3rd and final generation dairy farmer.  He's just been on my naughty list this year so far. 

Thanks for the tips guys and the offers.  I have no idea what some of you described.  I was able to get some playback out of the recorder, but the volume was too low and the speed of the talking was very very slow.  There is a speed adjustment roller on it, but it didn't appear to do much good.

If I'm not mistaken, Heath does this kind of stuff for a living, so you couldn't go wrong wth him.

This thread got me off my ass to dust off my Sony reel to reel, figure it out, and start listening to some of my uncle's old recordings. Lots of jazz mixes, old radio shows. He did quite a bit of mono recordings with one recording on the right track and one on the left.
