Now the question is where can I buy a CD storage container that maintains 40% humidity and 18°C?
seriously... anyone know? The only solution I could think of is buying a small wine fridge, a hygrometer, and some other assorted DIY humidor accessories and just building one.

I don't know about the temp part of that but what about a humidor.

You can maintain a stable humidity in any enclosed room (a walk-in closet works great for such purposes) - I do that to keep fragile acoustic instruments from cracking...
