Frames and Cue Sheets

I have a question that can hopefully be explained to me.  I like to do cue sheets, I know the time format is mm:ss:ff....where there is 75 frames in one second.  Therefore if I have a song I want the mark on, that in Cool Edit has the following time  09:34.266 how to I translate that 266 in an exact frame number...I would think I could take .266 x 75 = 19.95....therefore I could make the time 09:34:20

Am I correct in this?
