Question on volume levels for playback of cd's on a pc

Is there a way to set default levels in my "Volume Control " panel?

 The reason I ask is because if I play a cd in my pc for some odd reason my "CD Player" volume defaults to about half way which causes my right speaker to go fuzzy or completly out until I bring the volume down a bit and then everything sounds fine

 Until it changes tracks then it defaults back to that same level. ???
 
 I don't know if my soundcard is ready to shit the bed or it was something I've set by mistake. I'm not sure which soundcard it is just the one that came with the pc   

 Anybody here have an idea of what's going on?

I assume you are using XP.  If you click on the little speaker on the desktop tray you should get the sound panel.  If your CD player is hooked to your soundcard with a digital connection the CD player slider should control the CD volume.  If not the wav slider should do it.  Then there is the overall slider that effects everything.

Yes I am using XP and the sound panel is what I meant by "Volume Control " panel
 
That's where I am seeing it default to a level when the cd changes tracks.
 
When it defaults to that level my right speaker goes out .

 If I adjust the main and wav volume it brings the right speaker back a little but it still sounds like crap until I bring the CD player volume back down.

   I don't really play CD's much on my pc anymore It's just strange why my CD player volume keeps doing that I can't imagine why  ???
