Remastering old tapes in Soundforge or Audacity

I'm remastering some old tapes that originated on cassette. I've received them on cd/dvd in flac format so I've decoded them back to wav form and reviewed the wav's in both Soundforge and Audacity.  The tapes sound flat and low in volume so they could have been dolby eq'd in the past to remove hiss but then will sound flat.  I did amplify and normalize the wav's and they sound louder and a little better but still flat.  Maybe there's not much you can do, but I'll take a shot and ask ya'll if there's some function in either software I can use to EQ the source and have it sound clearer. What EQ band(s) would benefit from being increased and have the percussion and guitars sound more clear?   Thanks for any advice.
