What's exactly an attenuator cable??

Well, that's my question.

I've seen this cable in several manufactures, but don't really know exactly what is it really for (well, i guess it MUST attenuate in some db the signal from the mics to the recorder) and how it works (maybe it is designed for mic in inputs?)

Also, I'd like to know how to build one of those, to improve my experience in DIY cables!
