What ads? Promoted posts? I don't see any ads on any stream there ever. Thus, I think it's not a profit center for them.
Yes I think that rights holders want control or at least tracking of recorded music but I don't give a care about that.
I don't need facebook to provide album rips for me. Youpuke has plenty of that.

This FB page doesn't really clarify the oct 1 change at all.

AH second link is somewhat more helpful. Perhaps the change mostly applies to folks doing DJ streams and listening parties.

"If you post content that contains music owned by someone else, your content may be blocked, or may be reviewed by the applicable rights owner and removed if your use of that music is not properly authorized."

These changes don’t impact live streaming musical performances that you people care about.

They just need to open a Youtube account and then post the link to Facebook.  Nothing new, for many bands already do that.  It's in the Groups where things get a little sloppy.  So Facebook is reacting to that issue.
