So I've heard before that if you have a plug that has a higher mA output than is needed for what you are plugging in that that is okay. Is that true? So like I have a pre that needs say 500 mA, and I have a plug that supplys 1000, is that gonna damage the pre?

That's fine, Alex. The pre will only draw as much current as it needs. If the situation were opposite - pre draws 1,000 mA and power source supplies 500 mA, odds are your pre simply wouldn't work, not that it would suffer damage.
Mismatched voltage and polarity, on the other hand, may cause damage.
