Can someone recommend a USB 2.0 3.5" HD enclosure that is chainable and has its own power supply? All the USB 2.0 enclosures I have found online cannot be chained together.

I've got a similar model to this one. It has a USB hub built in. you should be able to chain it to another device that way.

ofcourse this one comes w/ an overpriced HDD
