Problems tracking with audacity

So I have imported a 24/48 wav file into audacity and then created labels at the boundaries between each track.  I then export multiple and create 16/44.1 wav files.  The problem is that when I listen back to the files in order, the boundaries are not seamless (the last instant of the previous track is repeated in the current track), which creates for a highly annoying playback experience.  Any ideas on what is going on? 
SP LSD2 > bm2 UA-5 (coax out) > M-Audio Microtrack

What happens if you downsample it first, and then track it?

resampling and then tracking works perfectly...
i guess it fudges the calculations when it has to resample and track in the same operation.
