Audition... can it import audio with different offsets?

I am trying to help someone with a wav file repair and they don't have Samplitude.

He has Audition. I am wondering if Audition can import as raw and specify a starting offset to the data ?

Yup.  If the menu access hasn't changed since v1.5:  File | Open As.  And when opening I believe it will prompt for offset.  That's my recollection, anyway.
