I thought I remember reading in a post that the Oktava mc 012's shouldn't be run with the -10db pad on them?  I searched several times..but could not find the post....  Can anyone tell me if it is bad to use it?  what exactly does it do?

i never run it.  Just not useful and doesn't add anything.  Unless you were right in front of a stack i dont see why you would need it.

Taylor from the soundroom says to never use them.  other tapers have used it for their shows claiming good results.

I'd go to a crummy local show and try one set with and one without, or even just run them for a crummy opening act.

I remember seeing that thread, maybe scroll through every page? (I've done that before and I found a whole bunch of other useful oktava threads)

The word from sound room was that the -10 db pads are very poorly built and can degrade the signal considerably.  

That being said, I've never needed to run them, even in tiny clubs with really loud PAs.

ive never bothered to use mine, they just sit in the case unused.

I don't think that they are really needed even at really loud shows.
Those Oktava's seem to be pretty resistant to spl...
