is there an overall fix for something recorded with a limiter engaged?

In practical terms, not really.
Technically, if there is some dynamic variation remaining within the active limiting band between the limiting threshold and peak and the exact parameters of the limiting that was previously applied are known, an expander with identical (inverse) parameters can be applied to reverse the effect of the limiting.
That is how various forms of pre/post-emphasis work, including RIAA filtering, Dolby and DBX noise reduction techniques. The difference is that in those cases the post-emphasis filter is able to be carefully tuned to act as the exact inverse of the pre-emphasis filter, and it can be difficult to get exactly right even when all the parameters are known.
Maybe an UNLIMIT function in IzoneRX and similar restoration tools will become available. Maybe there already is some rudimentary version of that. It may even prove useful. Not holding my breath though.

Closest possible successful thing would be with a recording that sometimes limits, sometimes doesn't. You could pull down sections to restore some balance, but it'd be a lot of work, and doesn't sound like what you need.
