I have some of those eBay Wal-Mart style DVD batteries and would like to use them to juice up my iPhone and my kid's iPod, and maybe a laptop.  Are any of these scenarios possible?  Is it simply a matter of figuring out the right cable?  Thanks.

you prob could with a iphone but i doubt you could a laptop

does the iphone use the same usb cable to charge/link as the touch?
if so then its 5v and you would just need a vr in the chain

Yes, same usb cable as the ipod touch.  So 5V...bummer, I was hoping the iphone could handle the voltage from that battery directly.  Can you recommend a voltage reducer or other gadget that would make this work?  It's a 9V, 5400mah lithium-ion battery.  This one: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=250451484801
