Technically it means a software upgrade that allows it to run on a different platform.

It can also mean you are jumping ship from a competing product. The big score writing applications offer those deals. When I switched from Finale to Sibelius, I sent in my Finale serial number and got the crossgrade discount. I did the same thing again when I switched from Sibelius to Dorico.
