Cheap 5V rechargeable batteries - questionable ratings

Several of us here (myself included) have purchased this supposedly 20,000 mAh battery pack.  Now from my own experience, I can power my 70D with 4 mics at 48V for a whole day and have plenty of power to spare with this battery so the actual capacity is more than decent.  But I also know that given the price and no-name brand, there's probably no way this battery is really 20,000 mAh.  In fact, the seller even admits that - from far down on the sales page:

This leads me to a few questions:

1. How can they claim one "nominal" capacity and a different "actual" capacity?  Is it just fun to round upwards, even when you should be rounding down? ::)
2. Is the 6,000 mAh variance  in "actual" capacity even believable, or could that be the honest part of this, showing the inconsistency of manufacturing (which could partially explain the low price)?
3. How could an electronics layman such as myself perform a test to determine the real capacity of this battery?

I realize this is a $12 battery and I should be happy that the thing works at all and doesn't explode into flames...

Funny you mention this! I recently ordered a supposed 50,000mah USB battery from ebay for my 2nd 70d! As usual, too good to be true! I'll NEVER buy batteries OR sd cards from ebay EVER again! I'll just stick with Amazon for stuff like that! Well anyway, I was HOPING that I got at least 30+ hours with this CLAIMED 50,000mah battery. In reality, I'm getting 5 hours reliably from this battery :P :( Which leads me to believe that its REALLY a 5,000mah battery and NOT a 50,000mah battery :P They just slapped an extra 0 onto the battery and claim its that high of a capacity! Now I realize that I only paid $12 for my battery[same as Voltronic] and I am certain that its not an authentic battery, or they just flat out lied about the capacity! I just sent a return request and I'm going to try to exchange the battery hoping that I got a dud, but I'm sure its going to be the same damn thing with the exchange :)

My 70d draws about 1a/hour[4 channels@24/96 with MK4 Phantom on 1/2 and LINE on 3/4], so a 50,000mah battery SHOULD last me about 50 hours, that's why I'm about 99% certain that its just a 5,000mah battery, since I'm only getting 5 hours! All Im saying is, Just be cautious of where you're buying, and avoid ebay for sd cards AND batteries IMO! As always, YMMV!

I've been using this FREMO/SCUD battery for well over a year now with my DR-70D - I think it lives up to its 13000 mAh rating.

Posting it here just because it's on special today at NewEgg for $12.99.

+T I hope those are still available in a few days! I need a few for my 2nd 70d :) Comes with a car charger too! Seems like a great deal to me!
