USB 3.0 > CPU via USB2.0?

I'm about to get a new cooling mat for my laptop.  The mat has 4 USB 3.0 ports on it.  I know 3.0 is backwards compatible, but I'm wondering... if I plug a 3.0 device into my mat, then connect my mat to my (old) laptop via USB 2.0, will the device be recognized?

Sorry. I'm going to be annoying and ask a related question. Are there many USB 3.0 devices available? I'm interested in an external HDD or SLC solidstate storage device. I recently added USB 3.0 to my DAW, but wasn't aware that any devices existed to use it yet. The only controller I could find is made by NEC.

a few months ago, someone sent me a 1 TB external hard drive that was USB 3.0 (to fill up with Phish shows).  It worked fine with my USB 2 computer ports (I don't have USB 3.0 on any of my computers yet).

Same.  I have a small USB powered 1.5TB external Seagate which came with a little adapter on the HDD enclosure port that adapts it to a standard USB2 cable, and that is the only thing I've plugged it into.  No problems.
