Canakit level meter question

Mostly for NicksPicks because I know you have one of these. I got mine the other day and I was playing with it last night. I found the sensitivity to be too low. It came with the calibration pots all the way up and I can't even make a -2 dB test tone show up in the green.
Does your UA-5 have a pretty high output? The JB3 line out is relativley hot, but it doesn't seem to drive this thing very well. Any ideas? Did I maybe get a bunk unit? I know it works because I can make levels show up (pretty low still) if I drive it hard from the headphone out cranked all the way up.
Thoughts?
