speed up my upload rate on BT?  i'm on cable modem w/no router.

you may be capped by your iSP and if thats it theres nothing you can do.

make sure you are not behind a firewall.

if you use bt.etree.org you can find out easy if you have firewall issues

What are your current u/l speeds?
What u/l speeds does your cable ISP offer in your current plan?
What BT software are you using?

that seems pretty normal based on my basic home cable network connection...

sounds like an ISP issue if UPLOAD rates are hovering around 16kB/s (128kb/s)

call the cable company and see if they offer something better

Yeah, these guys are right: 13-15 KB/s is about right for the most common cable u/l cap, 16 KB/s.  Only thing I can say is try to increase the u/l config in Shadow - if things speed up, there's your problem.  If it doesn't, it's your ISP capping you, which is very likely what's happening.
