Fluctuations

I have a recording taped by a friend. I'm not sure what happened but he must not have been very still. I have fixed this type of fluctuations before (with varying results) using envelopes and EQ, but since it goes on for an hour I really can't do that.

Anyone know if there is some kind of filter I could use?
