Well, this is the response I got from M-Audio:

Hello, it is actually normal for the recording time to be shorter though when you are using 24bit instead of 16bit, but we do apologize for the problems you are experiencing.

Yeah, thanks.  No shit.  So glad I wrote them a 1,000 word essay describing in great detail the problems I experienced and the exact conditions leading the problem so they could try to debug their firmware.  And my answer, no it's not a bug, you don't understand the memory requirements of 24bit recording.  Morons.

Oh yeah, maybe some other people who have had these problems or done testing to uncover this bug can write to the idiots at M-Audio so they realize they have a bug.  This really needs to get fixed and I don't want them writing off this significant issue as user-error.  (Really?  Recording at 24bits requires more memory per unit of time than recording at 16bits?  Gee, thanks for the tip.)
