Going off the photo above, I wonder if an adjustable watch cover remover would work. I see you got the issue resolved, but maybe for future instances.

edit - You'd want to make sure the adjustments can get within the range of the capsule size. Maybe even an old adjustable compass tool for a drafting kit.

^ Probably.

Sounds like this will be best resolved by doing it yourself.  Use "purple or blue" Loctite.  You probably don't really need the tool as long as you can remove the adapter ring to apply the thread locking compound.  Apply a drop and tighten by hand.

Thanks Gutbucket on which loctite to buy. Purchased the blue at Home depot. Used a "lid grip" and twisted the silver threaded insert and got it out. Then applied about one drop of the loctite blue and on the silver thearded insert and screwed it back onto the DPA cap and wiped off any residue. Seems to work fine.
