It can also mean you are jumping ship from a competing product. The big score writing applications offer those deals. When I switched from Finale to Sibelius, I sent in my Finale serial number and got the crossgrade discount. I did the same thing again when I switched from Sibelius to Dorico.

I think, in this case, it means going from elements to standard, for example, as opposed to simply upgrading versions.

Yes. I believe it also means that if you had RX and wanted to buy Ozone, you could get the special price on Ozone.
