Transferring/sampling prob w/ Audacity

Not sure what's up, I've done this plenty of times.   Taking a 24/48 R09 file, opening up in Audacity, boosting volume & then resampling to 16/44.1.   Simple right?   For some reason it's saving it it as 16/48 even when I specify it as 16/44 as well as 24/48 (for archiving).   I've checked all the settings & can't see where I've gone wrong.  Again, done this plenty of times.   Any suggestions or maybe a different (free) program I should try?   Thanks for any help.

use r8brain for resampling. audacity algorithms are crap

To do rate conversions in audacity, you must first "lock in" the desired target sample rate by importing or recording a bit of audio at the rate you need. Once the session is "set" then you can import the msterial to be converted. Then when you export, it will be a the rate of the first bit you added, at the bit depth specified in the preferences.
