how does one get a VST plugin to work in wavelab?

Hey Yall,
Trying to figure out VST in wavelab.  I'm trying to encode L and R to a MS signal using S1 stereo imager.   I've assigned it a key (F1) but I highlight the wave info, hit F1, and...... nothing happens.

How do I get the VST plugin to do its job?  I'm sure it is something simple....but I cant figure it out right now.
