Is there a cable that can patch an TASCAM DAT deck to a USB port on my PC? If not, is there any way to connect the two digitally?

There is no cable that goes DAT recorder to USB.  You'd need some sort of sound card device with a digital coax input.

I used this to transfer from my DAT to PC / Mac.

Yes, the M-Audio Audiophile 24/96 is bit perfect. I have used one for years.
