After I sync a soundboard and audience source, how do I mix the two of them so I have about 60% soundboard and 40% audience.  Do they get rendered to one mixed track?

There's not a percentage in Vegas.  You need to adjust the dB of each track to your taste.  You can only guestimate at the percentage you're using.  Also watch the master volume to make sure you're not clipping anywhere.

On the left side of each audio track (and video track for that matter) is a control box (my terminology).  There is a volume level control in there.

Additionally, at the top of each audio and video track in the timeline is bar that you can pull down with the mouse to reduce the audio (or opacity in the case of video).

Lastly, you can right click the "control box" and choose to insert a volume envelope - that you can make adjustments with.

Slightly off topic, but after you get the mix right, you can also easily open up the master bus and insert a volume envelope on it, and automate the master levels a little bit to "master" the recording a bit -- that is if you are into that kind of thing, or you record music that could benefit from some subtle mastering. Not something the purists would like though, heh...
