Upsampleing a cd

 My brother did a DAT recording of a show I videoaped and I want to add his audio to the tracks I allready have and mix them in. Unfortunatly when he went from DAT to CD it sampled down to 441000 and I need it back up a 48000 as that is what the video is set at for DVD compliant audio in Premiere. I tried to use BeSweet but even though I had it set to upsample it remained the same. Is there a way I can accomplish this with freeware or any other idea that will get the job done. Suggestions and Idea's appreciated

Sounds like the DAT is 48k, right?  I'd just re-transfer the DAT.

The trouble is it is not a small unit and it is back in the rack . Sending it to CD takes it down to 441000. I might have to get him to bring it over as a last resort but would like to avoid that if at all possable.

Audacity will do the trick:

[1] Import the WAV ( Project | Import Audio | <select WAV> )
[2] Change the Project Rate ( click button in lower left, select 48000 )
[3] Export the WAV ( File | Export WAV as )

 Thanks Brian, I have not thought about that piece of software for awhile but have it on one of my computers and will give it a run in the morning.
 For some reason if I export as an AVI rather than using the MPEG encoder in Premiere it seems to not loose sync. The only trouble there is than I am taking the video portion through an extra change and so loose a bit of video quality to gain the audio quality.A trade I would rather not make.
 Thanks for the suggestion and I will post the results in the morning.
