I was having the exact same problem about 6 months ago... Comcast... all of a sudden couldn't upload (took a day or so to connect, even with upwards of 100 leechers). Did some research... apparently Comcast uses technique called "traffic shaping" to throttle BT upload speeds. I got around it by using RC-4 packet encryption, available when using Azureus on Mac as follows:
In Azureus, go to the Azureus menu and select Preferences –> Connection –> Transport Encryption --> Require encrypted transport, minimum encryption level RC4.
Worked for me.
