another audacity resampling post

has anyone ever:

played a 16/48k dat > m-audio audiophile usb (or similar) > audacity > {"resample" in some way} ....

and ended up with a file that is 16/44, and not a slowed down version of the original file? i've tried every damn combo i can think of and all i end up with is a slowed/longer version of the original file. i have searched here and online and cannot find specific direction for this task.  is it that this program does not do it? or am i, well, you know...
