Wal-Mart DVD Blinking Light During Charging?

My UA-5 battery is charging right now, and the Red status light is rythmically blinking red/green.  I know this is not a problem, or harmful to the battery, but what do you think is the cause?

Could it be the charger?  Or maybe my house's current fluctuating?

mine does this too, sometimes if i readjust the plug it stops

It goes from red when very low(needs lots of charge) and blinks faster the closer it is to finished. When it is done charging it is green.
