why in the world would you want to go mp3 > flac or shn??  flac or shn > mp3 sure for personal use but why the other way around?

foobar will do it, too. (foobar2000.org)  And, again, why would you want to do this.  You cannot improve the quality of the sound and all you will get is a larger file with exactly the same sound quality.

Don't do it. Waste of space.

If you really want to go for Audacity and Traders Little Helper will also do it for free but unless you have a specific use for this keep it in mp3, you'll save space and it is much more compatible for playback.  flac is not very compatible with most playback systems (on a computer plug ins will usually solve the issue).
