I'll apologize in advance for a basic question, but if the stereo preamp has a 3.5 tape output, can that be run into a recorder to capture the recorded signal? If so is it the same signal that the xlr outs would produce?
I'm not clear what a tape in or tape out jack's purpose is.

Tape out is basically an unbalanced line output that runs parallel to the main outs. It's just attenuated differently. RCA or 1/8" TRS outputs are usually -10dBU and balanced lines are usually +4dBU. This is what typically happens with mixers so I'd imagine it's the same with a stereo preamp. You might want to check the documentation of your preamp just to be sure.
