When did this feature get added? :P

I've not noticed it before.

Looks like a more user friendly version of the controls on the left of each track.
Smaller/Finer increments of gain.

Looks useful.

I don't know if I noticed it prior to 1.3.13?! I did notice a couple versions ago that you can double-click on the "channel gain" level on the main mix window and type in your channel gain. I don't need the mixer feature for 2 or 4-track work now that I figured that out. Still nice for multitrack though.
