Title: Voxengo MSED Plugin Issue - Sony Vegas

I recently had to wipe clean and re-install windows 8 on my audio processing computer due to a virus.   I have installed all my audio tools except I'm having trouble getting Vegas 11.0 to recognize the Voxengo MSED vst plugin I use for M/S decoding.  Here's what I've done.  Someone please explain why Vegas won't recognize the plugin.

1.) Downloaded the Voxengo MSED installation zip folder and unzipped the folder.
3.) Created a VST Plugins Folder here: C:\Program Files (x86)\VST Plugins
4.) Dropped the voxengo MSED applicatione extension file "MSED.dll" in the directory in step #3 above.
5.) Opened Vegas Pro 11.0 -> Options -> Preferences -> VST Effects tab, then assigned the default vst search folder to: C:\Program Files (x86)\VST Plugins
6.) Hit OK and apply, and the MSED effect does not show up in the list.

I remember I had issues when i first installed this plugin earlier this year, but cannot remember how I resolved this.  Anybody know what I've done wrong or why MSED doesn't show up in the list of available VST effects?
