Do you want them to play in stand-alone DVD-Video players?

need to convert the avi/mov whatever to MPeg2. Audio in either pcm, mpg, ac3, dts, then author.
I use Sonic Scenarist... took a while to figure out, but once you get the hang of it, its pretty easy.

Load your dv/quicktime/avi movie into Adobe Premiere, same with the audio, sync them up. Then select Export>Movie, or Export>Export to DVD. I usually choose the first option, then create the menus and titles etc with Adobe Encore. Very quick and easy to figure out the program for these basic features, but the program can do so much more if you get time to play around later.

Use compressor (comes bundled with FCP) or pick up Cleaner. Cleaner will encode any format to any other, and it's a great Codec. I haven't used compressor in a while, but i'm sure it's quality.

I use TMPGENC when taking a raw avi and making it into a DVD. Nice basic editing tools. too
