Looking for a quality 9-volt charger similar to my La Crosse Technologies charger I use for my AA battery. Looking for the ability to test and refresh batteries, not just charge. Any suggestions?

Have this charger though it does not have the "ability to test and refresh batteries, not just charge".
It charges and will tell you when a battery is bad. Like mine never had a problem with it.
It is simple though effective.
