I am completely new to this and have some questions about budget.
Like any other hobby I would hate to spend a ton of money on equipment and then not end up using it that often. So my question consists of what the decent (not crappy) starting setup would cost me? I am somewhat scared of buying these components and getting ripped off because it is difficult to research prices.
Components:
1) Mics
2) External power for the mic (if needed)
3) Analog-to-Digital Convertor
4) DAT recorder
5) Cables/Adapters
6) Mic Stand
7) Anything Else? (I don't know)

you'll also save money over time by recording to a jb3 versus DAT by not needing to continually purchase new tapes.

What is a decent price for a JB3 - 20 gig
Where is the best place to buy one....a lot of the ebay auctions are from overseas.

imho; the order of importance for a rig:
mics
preamp
recorder
a/d converter
cables
power supply
stand/mounts
marc

if creative labs is still running their store on ebay thats a good place to start. if not, I'd just be careful where you bid on stuff. Otherwise, you could possibly post an ISO in the yard sale and it could cause someone whose sitting on an extra to decide to unload it.
