Title: buying broken JB3s

so im looking into some AS IS jb3s on ebay. some say "Unit charged up and powered up but initialized to "Rescue Mode V1.00" which gives you these options: Clean up, Format All, Reload OS, and Reboot.  No further testing applied" in the listing. is this fixable? sounds to me like an easy format type thing. anyone gotten this before? thanks!
