Looks like a Bogen SuperClamp + short right-angle extension arm.

Those Bogen clamps are badass. You can seriously use them as weapons. Not for use on smaller stands (very heavy.)

I used that same setup last night, w/ my stand bungyed to a pole. Rock solid.

Two words: the Bogen Superclamp rules the planet! It is a great clamp and holds 33 pounds. I love mine! It's a great buy for $35. Buy one now or you'll regret spending money on any other clamp. You can get them at National Camera & Video Exchange.
