Title: what is the best software for making a matrix with two tapes?

I have WaveLab 4.0 - can I do it with that?  I made two tapes of a show - soundboard and my mics.  Would have run a live mix, but there was nowhere to setup my mics anywhere near the soundboard.

If WaveLab 4 has the Montage feature, yes, you can. Load each recording into a separate stereo track and then align, adjust relative levels accordingly, check the mix output and sum the tracks to stereo (render the montage).

Of course it's all opinions but I love CEP / Audition for this kind of work.  I find wavelab's interface just doesn't fit my brain.  Both apps have excellent help documentation.
