Both will probably be overkill. I use an amd athlon 1.4 ghz socket a processor, and that's only because I've given away all of my older, slower computers. If you're also planning on gaming though, I'd go with a 3200+ socket 939 processor

Key thing for the motherboard you buy:
Make sure you get a Socket 939 proc (and motherboard). Then you can upgrade to the dual core procs when they get cheaper.
I have the 3000+ S939 and I'm very happy with it. And it's nice to know that my computer won't be un-upgradable in the near future.
My MB is a ASUS A8V DELUXE Socket 939 VIA K8T800 Pro ATX.
I got it from NewEgg. If you haven't heard, they rock. I don't care if something costs a little extra $$ there, I'll still give them my money.

Here's what I recommended to a friend 2 weeks ago. All from newegg. Links and prices might've changed, but you get the idea. He was recycling his drives, case, keyboard, etc.

I'd also go for the Socket 939. 754 is on it's way out and you can onloy go up from the 3000+ 939. I have a 754 3000+ and really enjoy it's speed. (2100mhz overclocked) I also use 1GB of the Corsair ValuSelect and have been impressed with it's quality.

200 mhz is probably fine for dat > hard drive. everything out now is overkill for that. hell, everything out 5-8 years ago is also overkill
so you're fine no matter what you get
